As explained several times, UPnP SSDP, and the Windows system must accept these Multicast on the incoming side.
With the default Windows firewall, magically controlled by the simple "Public" vs. "Private" network, " the "Public" setting will block these.
Similar, you can't ping your WIndows system from the LAN side with the "Public" network settings.
