Setting up VLAN

What ever you want to achieve and configure, it's up to you to define a design for your network.
One factor might be the AP models an capabilities, and finally the simplicity of the operation scheme intended.
In full business-class environments, you might want to operate all VLAN (for the management network as well as all SSIDs mapped to dedicated VLANs. So all VLANs and subnets connecting to the APs are tagged on a trunk.
In more home or smaller SMB network, you might consider to keep the management VLAN untagged, while the other SSIDs and subnets will be operated tagged.
When operating -one- VLAN untagged, keep in mind the port must not be an untagged member on another VLAN, nd the PVID must be defined accordingly so untagged frames are assigned to that specific VLAN.

I presume the 24-port device is a switch. You will need to create the said VLANs in the switch and tag (TRUNK) the uplink port from the router (on each VLAN that you will be creating) and the port(s) to which the AP(s) will be connected to.
