Nothing wrong in general. Ensure your routers are enabled to issue IP address configurations to connected devices DHCP clients (like the Plus routers), and wait about a minute until the router is fully booted and operational. Cold start (disconnect and reconnect the power supply) the Plus switches while connected to the router LAN port. Wonders of technology, now the discovery tool will find them on a LAN IP address matching to your local network. Which IP addresses are discovered now? And in case, what magic VPN routers are you talking of here?
