Hard to imagine this should be an issue caused by the GS308T. Despite of the it's a smart managed switch, many are using unmanaged or even Orbi systems connected to the Starlink Ethernet adapter.
Does a system connecting to the Ethernet port (direct), get an IP like100.77.n.n or is the Starlink device configured as a NAT router, issuing 192.168.1.x /24 (255.255.255.0) addresses?
If it's assigning a 100.77.n.n address, a reserved Carrier Grade NAT address, you could consider adding any generic Ethernet NAT router (using it's WAN/Internet port), and let the NAT router handle the difficult job. Here you can connect additional switches like this GS308Tv3.to provide more LAN ports on the NATed private IP subnet LAN.

Another possible point to start your investigations would be to access the GS308T — S350 Series 8-Port Gigabit Ethernet Smart Switch switch.
Start with the ubiquitous NETGEAR Switch Discovery Tool (NSDT). If not on a DHCP assigned LAN IP address (the computer), manually configure the computer adapter to an IP address in the same subnet of the switch. Now try to access the switch Web UI
Note: To my knowledge, there is no GS308Tv3 model - probably the OP does really talk of a GS308v3 — 8 Port Gigabit Ethernet Unmanaged Switch. So the above does not apply....
