I was able to download the certificate using my smartphone using mobile data, not Wi-Fi. See the discussion below.
I've tried with several different browsers, FireFox, Chrome, and Edge, to download the link. Each browser times out after about a minute or so.
I usually don't have problems downloading files from sites, I'm not sure why this one is giving me so much trouble.

Sorry, JohnCalroV. I'm still having problems downloading the link. I tried with the firewall off, and I still get timeout errors in Chrome and FireFox.
