Welcome to the Community!
Thanks for sharing your findings. If the switch is powered via the included PA that came with it, it can power up to 60.5W max POE budget in all of its 8 ports that support both 802.3af and 802.3at. If the device continues not to supply power on several tested POE devices, we can presume that it is defective.
