GS308
I have attached an image of my home network, I work as a Systems Admin and have made 1000s of cables, all cables are Cat 6e and made by me, my computer is auto negotiating with the GS308 at 100mb/s when connected to the switch directly, when i connect my computer to the 10gb wifi router, it negotiates to 1gb/s, i switched the cables at the wall port, and everything stayed the same, for some reason my computer is only having issues when connected directly to the switch regardless of cable or port on the switch.

What kind of adapter is installed causing this cumbersome link issue? make/model/driver/operting system ... reads like a strange interop problem, indeed.

Looks like one more of these lazy OEM system (type any popular brands here)...
For example, have an eye here https://www.intel.com/content/www/us/en/download/15084/intel-ethernet-adapter-complete-driver-pack.html alas current as of writing, but as always I can be wrong) or give the ubiquitous Intel Driver Support Assistant a try.
No idea if this does magically fix anything, but worth ...
