it usually doesn't limit to 20/50mbps. If there's an issues, its usually when a cable is sketchy and dropping speeds from gigabit to 10/100mbps connections.
I'd start at the basics and disconnect everything from the router and then add pieces in 1 at a time. Test the speeds each time you add something. Then, when you do find what device is causing issues, try swapping ethernet cords around since I've seen ethernet cords be sketchy.
The GS316 is an unmanaged switch so they usually either work or don't work. there isn't anything inspecting traffic. They only time I see a switch like this causing slow downs is again the dropping from gigabit to 10/100mbps.

I plugged the ISP router directly to a laptop and made speedtest and all servers i tried are capped at 21 mbps.I called the ISP and they will send a team on monday to check.

The funny aspect was that the contract that they made was 10mbps.Somehow the ISP have not received correct file and worked .... differently.The ISP believes when i changed the switches triggered also the routers to ask for the configuration.Is still above the contract with 25 mbps as an irony.Even does not explain how.My signal goes to my current company hq in the capital city and is filtered there.
So the switch is not the fault.
