Those IPs are provided by your ISP if you are not using a router. ISP usually provide a single WAN IP for the router but if you have a block of IP then it will be assigned to the devices connecting to the modem, in this case 2 devices can connect then 2 IPs are provided. Have you checked with your ISP regarding the block of WAN IP you have?
IMO, it would be best to have a router in place.
