Personally, I would not expect LLDP will forwarded out of scope:  For the obvious reason - LLDP it defined as Link Layer. Interestingly we sometimes see LLDP packets (multicast destination addresses from the 01:80:C2 block) leaking...

Both "effects" are certainly in in no form (neither positive nor negative) features on an unmanaged class switch. Said this: Certainly the wrong switch for this location on the network!

Neither blocking nor forwarding 802.1q frames (e.g. with VLAN tags) are features defined the data sheet.
The same applies to any kind of Spanning Tree 802.1d, and the related 802.1w frame (addresses).

So no reason for a PR, not a faulty product, nor a reason to return the switches IMHO. These switches are working as they have to...
