Welcome to the community! :)
Be informed that if the 10Mbps port LED (right LED) is flashing or blinking, it means that there is an activity going on. As reference, kindly check the GS316 Installation Guide here.

That’s not exactly what I’m asking. It is the only device that ONLY the 10mbs light is flashing. According to your information, both left and right lights should be lit (As it is with every other gigabit device). The 100mbs light is not lit or flashing. For 1000mbs both lights should be lit and flashing. Correct?

Thank you for your response. Kindly answer the questions below:
1. What ethernet cable are you using between your Dell XPS 8940 with a Killer Gigabit E2600 Ethernet Controller and the GS316? Are you using a CAT5e or CAT6 ethernet cable?
2. Have you tried changing/swapping the ethernet cable connecting the Dell XPS 8940 with a Killer Gigabit E2600 Ethernet Controller and the GS316? If not yet, kindly try it.
3. Since the problem is only present in your Dell XPS 8940 with a Killer Gigabit E2600 Ethernet Controller, have you tried to update the software drive of its LAN adapter? If not yet, kindly update it and it might help.
