What did support tell you? If the unit is up to date and the same issue persists, a replacement can be issued.

Netgear sent me an RMA unit and it had the same behavior. The computer would get full speed when connected directly to the Google Fiber Router. However, If I connect the computer to the switch which then uplinked to the router I would get terrible speeds. The switch would report 10Gb based on the LEDs.
I asked Google to replace my Google Fiber Router (GFRG300) with a newer model (GR6EXX0C) and that instantly solved the issue. I am able to utilize my full speed when connected to the switch now.
I suspect there is a strange bug between either the switch or old router model that caused the issue, but I'm guessing it's rather cryptic. I'm just glad it works now.

Likely, the LAN port speed settings are not set to auto or at least full-duplex. Anyway, I am glad that using another router (updated one) fixed the issue.
