Netgear firewall Fvs336g issue
so I have 3 public IPs coming in my comcast business line modem. 2 LAN ports from the modem going to 1 fvs336g on 2 separate wan connections, and the 3rd going to a 2nd fvs336g for a 3rd wan connectio...

You don't want 2 connections coming into the FVS from the same cable modem. Just add the additional IP in the Rules you create and remove thata second cable.
/16? Do you understand subnetting? /16 is the entire netblock (192.168.0.0-192.168.255.255).
Fix your masks and it should fix your problem.
