Welcome to the community!
I am not sure if iOS10 works the same way as other versions of iOS when using VPN. Take a look at this article and see if it will work for you. I know it is a different version of the FVS but it works the same way.

I tried looking for any articles I can give you but ended up with nothing. I don't see a way for the FVS318v3 to connect to iPhone's VPN without using mode config, I don't believe it's going to work using regular IPSec setup. It is best to upgrade your router to a higher model like the FVS318Gv2 or the FVS336Gv3.
