Just rec'd this item. Intend on using this access point to communicate with wifi surveillance cams around property. I have it powered up, all lights ablaze... it's putting out the "config" signal,...

This issue is also facing to me.
Start checking the basics on the client side. Keep in mind elderly drivers (Intel and some others) wont allow the client to see AX APs.

My laptop is probably 10 years old...I bet you're right about the driver not allowing it to see an AP... not sure what AX means.

Start with figuring out what wireless adapter is installed in your laptop. In Windows
Click on the search icon, type, and select Device Manager.
Select the Network adapters option. There is an Automatic Update process for Intel based adapters, along with the manual download.

I think this means there's no hope for this thing. I tried updating... to no avail. It's not the end of the world....the laptop still does everything I need to do on it, I'll survive with it not being able to access the AP.

Realtek is crap at updating their drivers. (as seen by that driver is 7 years old) And that wireless card is quite ancient.
Probably your reason right there.
A couple options.
1. some laptops let you update the wireless card and some only allow certain cards. I think the intel 8260HMW might work but you'd have to check your specific laptops forums to see if anyone has tried it. HP/Lenovo/IBM have whitelists that only allow certain cards. So you'd have to check with that specific laptop you have. Benefit is the 8260 is dual band and significantly faster than the realtek as well.
2. Pick up a cheap usb wifi adapter to connect to the laptop. But then something is sticking out of the laptop which bothers me. Which is why i usually went with #1.

it's a pity, the Internet if full with similar reports, including the community here and for example Lenovo which had the similar chipset in place.
A brief query on the net shows this driver kit from the chipset maker:
32bit/64bit Windows7, Windows8.1, Windows10 WLAN PCI Express Driver (Install package) 2023.56.0502.2017 2017/06/26
https://www.realtek.com/en/component/zoo/category/rtl8188ee-software
Worth a try.
