WAX630E Power Setting Isn't Honored After Reboot, Fix: Manually Cycle Settings Every Power Cycle

Model WAX630E
Firmware: V10.8.11.4
Bootloader: U-Boot 2016.01-V10.0.1.18
Power Source: PoE 802.3bt
Managed by: Both local and Insight
Potentially relevant settings:
Multi-Link Operation: Off
802.11k/v: Off
Band Steering: Off
Fast Roaming: Off
Auto-Channel Allocation: Off
Auto-Transmit Power Allocation: Off
Default TX Power: QUARTER
Allow devices to trigger instant wifi: Off
Is:
- Tx power settings aren't respected across AP reboot (Eight/Quarter/Half/Full should mean 17/20/24/27 [or w/e the correct number is] dBm).
- On reboot, GUI will still show the correct Eight/Quarter/Half/Full power setting, but Tx Power will be wrong, usually back up to full power - seems to effect the 2.4 GHz antenna, but I have seen it on the 5GHz also.
- Issue persists both with RF Profile set and direct device configuration set
Should be:
- On reboot, GUI setting should match the same Tx Power in dBm
Tried:
- Factory Resetting
Hope:
- Firmware update to fix?
- Something else to try that doesn't require a work around on power cycle?
To Recreate and Work Around:
1. Set your power settings in Insight or the local management GUI. (I have one AP on Insight and one locally managed to be able to try this on both)
2. Set and confirm the power settings actually took, both Tx Power AND dBm (This is local GUI view):
This is Insight view (under the Wireless tab, looking at the device profile:
3. Now reboot the APs and check again - the Tx Power is still set right, but the actual dBm delivered is wrong:

4. Change power for each antenna to something else (Eighth --> Half, Quarter --> Eighth, doesn't matter).
4a. This bothers me less, but if you set the power to "Minimum" you get a bogus number, with any other power setting you get something sane:
5. Apply and wait for the power to change in the GUI
6. Set power back to desired to get the TX power back to where you intended it.
7. Apply and wait, and it should be correct until the next power cycle.

- xjrguyGuideMake sure you have instant WiFi settings turned off in locations ->wifi (in insight)
There are two settings in there that might fix this if you disable them.Thanks for this suggestion! I've double checked that I had all Instant WiFi settings off:
Automatic Channel Allocation: Off
Automatic Transmit Power Allocation: Off
Schedule: None
Allow Devices to Trigger Instant WiFi: Off
This issue is still present in the Insight managed AP. There's no Instant WiFi feature in the locally managed AP.
