Setup a brand new RBR850 with two satellites this week
I am having the exact same problem. Setup a brand new RBR850 with two satellites this week (purchased directly from Netgear). Setup went perfectly and I could access the web page (I'm in AP mode so it is 192.168.1.2) and the Orbi app on my iPhone worked perfectly as well.
Opened the Orbi app on my iPhone today and it couldn't connect; when I tried to go to the web page received error "Can't connect to server from Safari" and "This site can't be reached" from Chrome browser with additional message "192.168.1.2 refused to connect.".
The router and satellites are working perfectly and my WiFi network is great. It's just that I cannot administrate. Like the original poster (@if42), I do not want to reset until we know what caused this as it will just happen again.

I assigned the Orbi a static IP it and the dynamic IP range on the host router (FIOS) is 192.168.1.100 to 192.168.1.254. So my host router doesn't have the IP reserved, but it also will not assign anything to the 192.168.1.2 address.
So you set the static IP address ON the RBR for AP mode then? Just trying to confirm how this is set.
What Firmware version is loaded on the RBS and RBR?
Unfortunately, that has already been done when I initially setup AP mode, I assigned the router the static address of 192.168.1.2. I was able to connect for a few days and then all of a sudden, I can no longer connect. What makes it more interesting is that the router is working perfectly hosting my WiFi network. I just cannot get in to administrate it either through a webpage at 192.168.1.2 or with the Orbi app.
As others have stated, I could reset everything and start over, but without knowing why this happened there nothing preventing it from happening again. So I'd really like to get this fixed so I'm not in a vicious cycle of everything working, then can't administrate, and then reset again.
By assigning the router a static address, do you mean your setting up an IP address reservation for the RBR on the host router? Static IP address is different from IP address reservations. Static IP addresses are set up ON the device, while IP address Reservations are set ON the Host Router. Also IP address reservations need to be Inside the default IP address pool range, while Static IP address set ON devices, are required be OUTSIDE of the Default IP address pool range on the host router.
The LAN IP address range on the host router is set to 192.168.1.100 - 192.168.1.254
Ok so ya, if your connected behind the RBR, then 192.168.1.2 should work to connect to it's web page.
Something to try, if you can get back in, set a static IP address configuration on the RBR for AP mode, I set mine to 192.168.1.85 here. Using similar host IP address range as well. I can always access the RBR in AP mode at that address.

The Orbi is serving up WiFi for my entire home (the FIOS router has WiFi disabled). But, since the router is configured via AP, the FIOS router is serving up the IP address and allows the wired and WiFi devices to co-mingle - my home network is about 30% wired and 70% wifi.

The way orbilogin.netresolves to the local IP address of the Orbi router is a feature of the DNS resolver built into the Orbi. Rather than send the request upstream to the DNS authority, the Orbi router says, "aha. They want ME." and returns its own IP address.
This result would seem to indicate that the DNS lookup did not go through the Orbi router, but rather went through FIOS, which may have a similar feature for AT&T, but certainly will not recognize orbilogin.net as being special.
And this happens with a computer wired directly to the RBR850?
What happens if devices attempt to connect to orbilogin.netrather than the actual IP address?
Users have reported issues when their Orbi AX systems are not connected in the traditional manner.
(Orbi WAN port connected to ISP router. Everything else connected to the Orbi router. Nothing else connected to the ISP router.)
These devices that are connected to the Orbi are not going through the FIOS router or some switch that connects to the WAN port?
Yes, it pings as expected from a device connected to it.

Is it possible to ping 192.168.1.2 from a device connected to the Orbi?
Here's a screenshot from my FIOS router that is at 192.168.1.1 and it successfully pings the Orbi, etc.
That is correct, I go to any browser on a computer on my network and try to open "192.168.1.2", which is the IP address for the RBR850 router, I get denied. I've tried it over WiFi and directly connected to the router as well.
