CM600 won't ip pc

I started having some slow performance issues with my internet.  Started working backwards to elimanate possible hardware issues and when I unplug my router from the modem and plug in a pc, it won't ip my pc or give me internet access. I've tried doing a factory reset and it still won't. However, if i plug my router back in, i can then connect back out to the internet.  My ISP came out and replaced the cables coming into my house and back to their distribution block, however, i'm still only getting 10-15 MBps out of the 100MBps i'm paying for.  ISP is thinking there may be an issue with my modem.  Any ideas why when i unplug my router from the modem, and plug my pc directly into the modem, why it won't give me an ip address or let me access the internet?

       Your cable-TV ISP may allow only a single MAC address at your end,
    and switching from your (unspecified) "my router" to your (unspecified)
    "a pc" might be enough to prevent your access.  Ask your ISP?

       General advice: Visit http://netgear.com/support , put in your model
    number, and look for Documentation.  Get the User Manual.  Read.  Look
    for "Install and Activate Your Cable Modem".

      The Comcast tech was here helping me troubleshoot when he was replacing all the lines coming to our house. He said since I owned the modem there’s not much else he can do. According to him i should have gotten an ip from the modem. Everything from their end says I should be getting full speed, but I’m only getting 1/5 of what I’m paying for. They think there’s something wrong with the modem. The no iping of the laptop seems like a symptom of whatever might be wrong.
