DOS Issues and Slow Internet

Question

Hi, I have a Netgear Router and I have recently had been receiving DOS attacks, pings of death, ip fragmented packets. These apparently are coming from the 754th electronics group. I also have had port scans from my isp. I decided to release and then renew my ip and it seemed to fix that. But now my internet is extremely slow. Any way to fix this?
Information:
Firmware: V2.01.08
Router Type: C6300BD
ISP: Cox Cable
Connection: DHCP
UPDATE: The Port scans from Cox are back.

Also, every time Cox does a port scan I lose connection to the internet for 30-60 seconds. I do livestream with the fire tv stick.
