Limiting bandwidth usage by device? netgear c3000

I read online that a different model of the n300 had the ability to monitor and set caps on specified devices on the network.  Is this a possibility with the c3000/n300? One of the people in my house managed to cook through 50gb of our 300gb limit in a single day so i'd really like a way to cut him off when he hits his limit.
