Each device supports gigabit and shouldn't have a problem maxing out the connection, so first we try to troubleshoot if the problem is coming from the modem, router, or device testing with.
first disclaimer, for gigabit testing, it needs to be done over a hardwired connection. Wireless will not max out a gigabit connection. so ensure you're hardwired into the devices when testing.
Disconnect your router and connect your computer directly to your modem. What speeds can you get? Run this test a couple times.
I recommend https://xfinity.speedtest.net/ or http://speedtest.googlefiber.net/ as I've had the regular speedtest.net site not max out my connection.
This is test is key. If you can pull full speeds off the modem, then we need to troubleshoot the router. If you can't, then we troubleshoot the modem. Let us know this result so we can proceed with one or the other.

Ok So you've figured out that the CM1100, if directly connected, gives you full gig service? if this is so, your modem is giving you full speed and performing as expected. This question needs to be posted in the router forum for the R8000 instead of the modem forum. They're great at helping troubleshoot why routers aren't giving full service or having gproblems.

Make sure you include what firmware you're on for the R8000, what devices you're testing with (since a wireless device isn't going to give you full gigabit speeds). Even before reposting there's a few things I'd try.
1. Make sure you're on the most current firmware. Right now its 1.0.4.28
2. Factory reset the device and reset it up.
3. Make sure that the cables connecting are cat5e or cat6.
Here's the support page for the R8000. If your device is within the 90 days support window, you can go through netgear support directly. to do so, go to the top of the page, mynetgear, register an account and your device, and go through the support options. Between the community support pages and netgear official support, we should be able to get your speeds up.
