"Blocked" could mean several things. What messages does the Samsung throw  up when this happens?

 

How is the Samsung connecting to hotmail? I assume that it is not with wifi?

 

Do it it just using wifi that gets it blocked? What about other sites?

 

Is hotmail trying to protect you from using an unknown source?

 

Which comes back to the messages that you see.

 

Maybe there is some some subtle security interaction between hotmail and your wifi source.

My phone is connected to wifi when I get block, but I shut off wifi and use date plan, when I use my cellphone data plan it works. I don't have the same problem with gmail, only hotmail. I get this message when I try to login on website:
This site can’t be reached
login.live.com’s DNS address could not be found. Diagnosing the problem.
And with app :
Cannot connect to server at this time.
All other websites and apps do not have this problem.Anything to do with my hotmail account is blocked, access to my account, as well as email account.
I had a work email connect to my phone that was recently updated and I thought it could be this but I removed my outlook app and logged out of everything . I was told by my IT work that it's not on there end could be the router.
Update while writing this:
I have been trying to connect to hotmail Sunday morning by wifi and so far it is currently working. I don't know what was done but I am able to login to my account on website as well as my email app.

Frustrating to say this but the problem is back again I am again blocked on my Hotmail. Telling me couldn't connect to my server. I don't know why it keeps blocking it.
