Powerline is just a substitute for running Ethernet cables all over the place. It has not fancy controls.
The quality depends on the quality of your local mains wiring. It doesn't like jumping over fuse multiple boxes and isolators.
I would assume yes since they would be plugged into the modem with an Ethernet cable and then plugged into my meraki with another Ethernet cable but I’ve never tried one and I don’t want to spend the money if it won’t work. Thanks!
I use Powerline to provide wired backhaul as a part of a Mesh network. I have never tried going straight out of a modem into a router. I have seen reports that it works, but I would be more confident if I had the first Powerline plug coming out of a router.
