If a direct connection from a laptop in the living room to the modem is getting slightly over 100 Mbps instead of 200 Mbps, that still sounds like something is flaky.
What color is the link light on the R6400 LAN port connected to the living room? It should be white for Gigabit speeds. If it's amber then the port is running at 100 Mbps, so either your cable is faulty, the distance to the living is too far or there is interference affecting the line (e.g. A/C power lines may be too close).
Gigabit Ethernet requires all 4 wire pairs in the Cat 5e cable to be in good working order. Do you have a cable tester (like this)? While it can't detect interference, it can verify basic connectivity on all 4 wire pairs.

I dont have a a tester at all but i did just order the one you linked, it will be here tomorrow, and actually none of my lights are white the two that are active are actually only orange, how far is a safe distance to run Cat 5e? i ended up putting new RJ45 female ends on the cable thinking maybe something went wrong there but that was not the issue at all. but tomorrow ill have that tester to try out and ill be able to check all of the wires.

Do you have a second laptop? You can try connecting one laptop at each end of the Ethernet segment and test a file transfer between them.

sure do, ill have to give that a shot when i get home, hopefully its not interfearance. i have a box of cable still so would be easy to re run another line if i need to as well. but going to try the tester as well it will be in tomorrow, but correct me if im wrong but if i have a break in a wire i wouldnt get any connection at all? or will it just limit my speed?
