R6400 port forwarding help

Click on the Advanced tab and look at the IP address under the Internet Port panel. That address must be a public IP address. If it's not, then there's another router upstream of the R6400. There could be a router in the modem or your ISP could be performing CGNAT. In either case, port forwarding won't work unless you can change the setup.
If you don't know whether the IP address is public or not, report back with the first half of the address.

My IPV4 address starts with 192.168..... and after researching i know that it is a private address from what other forums say but i dont know how to change that in the settings for my specific router

the serial number for the router is 4B35647AA345C And the serial number for the modem it is connected too is 275736835 (it says Cisco on the outside if that helps)

Right.

It may be a little more complicated than changing the settings on the
R6400.

Right. Apparently, your R6400 is fed by some other router (and that's
the one that has the public address).
Cascading routers this way causes problems of this sort. Configuring
the R6400 as a wireless access point should put everything on one LAN,
which should resolve most/all of these problems. Assuming that the
router functions of the (unspecified) other router can do what you need
for port forwarding (or whatever it needs to do).
Visit http://www.netgear.com/support , put in your model number,
and look for Documentation. Get the User Manual. Look for "Use the
Router as a Wireless Access Point".
An alternative scheme would be to disable (or bypass) the router
functions of the (unspecified) other router, leaving the R6400 as the
only router between your Minecraft machine and the Internet. With my
weak psychic powers, I know nothing about your (unspecified) other
router, so it's hard to say how to arrange such a mode on it.
