Registration is required
It appears that registration is required in order to configure the router (to change the SSID, for example).

Physical access to the device is required to change the SSID. Registration is not.
Perform a Factory Reset on the device and configure it. One step in the process is to change the WiFi SSID/password (if desired)

Here is my experience. After a Factory Reset, I connected (via an Ethernet cable to a LAN port) to a Netgear R6400 (pre-owned, purchased from eBay) using a browser directed to 192.168.1.1. I encountered a screen requiring me to register. My attempt to register failed, because the router had been registered by a previous owner.

When you see the registration screen appear in the browser, just navigate way from it and go to 192.168.1.1.
