Access my router from my phone

your analysis of the problem, but WEP is seriously obsolete these days.

   "access it" using some web browser or other?

   "cannot" is not a useful problem description.  It does not say what
you did.  It does not say what happened when you did it.  As usual,
showing actual actions (commands) with their actual results (error
messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.

   A bad user name and/or password would explain that result.

   WPA2 is safer than WEP.

   Visit http://netgear.com/support , put in your model number, and look
for Documentation.  Get the User Manual.  Read.  Look for "Types of
Logins" and "Basic Wireless Settings".  Further reading might not hurt,
either.  If the default password fails, then look for "Reset".

I'd be more inclined to work out what is going wrong with the "Frameo wi-fi digital photo frame" before messing around with the settings on my ageing (2013 update of a 2009) router.

At least you can rule out one issue. Your router is so old that it does not have 5 GHz wifi, which confuses a lot of IoT toys.

Unfortunately, I can find no previous mentions of frameo in this community, so no help there.

Thanks to all for the replies.  Since I did not get a resolution, I will restate my issue:  I need to login to my WNR2000v3 router to change the security setting from WEP to WPA2.  Login attempts by entering my router address into a web browser from either my Samsung Galaxy S9 phone (which is connected to and is using the router) and my HP PC provide the login screen but are unsuccessful with '401 unauthorized, access to this resource is denied, your client has not supplied the correct authentication'.  I am entering 'admin' for username and my router password.  Why is this login not working?  Thanks again,  John.

Never mind!  I got logged in.  Just realized I was using my Wi-Fi password, which is different than my router password.  Thanks for all input, and sorry for heading down the wrong path.  John.
