Model Id: R6700v3 Network Speed issues
This past Summer, I upgraded my Verizon FIOS to be provisioned at 400 MBPS up and down and installed a Netgear Nighthawk instead of a Verizon router
At that time, I confirmed that speed (400 over 400) with several speed test providers (FAST.com, SpeedTest.net, Google speed test, and Verizon speed test)
Since then, Verizon changed my bill (and the provisining) to 300 MBPS up and down
I confirmed that speed (300 over 300) with several speed test providers (FAST.com, SpeedTest.net, Google speed test, and Verizon speed test)
Now I am seeing only 200 MBPS (or less) with Verizon and about 250MBPS with other tests -- the bill still indicates 300 MBPS
Using windows 10 Task Monitor the graph of network performance appears to be capped at 200
Discussions with Verizon have not resolved this issue
If Verizon dispatches a technician and finds an 'inside' issue, I would be charged $99
One of their requests was that I should revert the Netgear Nighthawk to factory settings
1. Is there any merit to their suggestion that i reset the router to factory?
2. Any other troubleshoting steps?
3. What am I missing?

Yes. Your network has changed and the router may have some settings remembered from the previous connection.
When you change your Internet service – hardware, supplier or speeds – you have a different network. So it helps to start from scratch. Tell all the devices on the network to forget any settings carried over from your previous network. An alternative is to tell the router to run the Internet setup wizard. It will then go out an negotiate the appropriate setting for your "new" connection.

I don't know how to interpret that image.
Looks like something in Windows rather than the router.
