Brand new BE17000 - No 2.4ghz
I just purchased this BE17000, I set up all of the wireless networks and then turned on guest. For the 2.4ghz guest wifi I gave it a name separate from the rest of them (netgear-iot) and saved the settings. Everything was working fine for about 2 days and I was able to see this separate network. Today, the network on the 2.4ghz disappeared and I cannot get it to come back.
I tried:
- turning off smart connect at which point the 2.4ghz on the normal wifi goes away and I just see -5g and -6g.
- I did a full factory reset and that did not fix the issue.
- I tried unplugging for 2 minutes and then doing a factory reset, unplugging for another 2 minutes and turning everything back on and the 2.4ghz radio will not work.
The 2.4ghz light on the front of the router is lit, but I cannot see the network from any device and it WAS working just fine for the first couple of days that I had the router.
I tried the 30-30-30 and the 2.4 came back for about 12 hours and disappeared again.
Just for fun I shut down every device in the house that used 2.4ghz and after a few minutes the SSID re-appeared for me. Started turning things back on one at a time and found that some wifi bulbs I was using were the culprit, as soon as they powered up the wifi dropped. Power down and it came back.
Replaced them with some new bulbs and all is well.

Try a 30-30-30 reset on the Router. If this fails to bring back 2.4Ghz with SC disabled, then I recommend returning the router to the place of purchase and get another. Possible HW failure on this one unit.

Ah yes, smart bulbs. They have historically have caused odd issues before. Glad you got it working. Please mark your thread as solved so others will know. Be sure to save off a back up configuration to file for safe keeping. Saves time if a reset is needed.
