THe network is locked and not accessible to anyone. Same for Orbi systems. Seen there as well however only used by the wifi system and not accessible to users.
Its possible NG has forgotten to disable it in the RS FW.

I don't know what source code you analyzed, but even if it is Netgear's open source it won't be complete.
This should be easy for Netgear to fix. But I think it is unlikely that they will make it a priority.
One possible negative consequence of broadcasting a backhaul network using the same radio** as the RS router user networks is that WiFi networks typically broadcast beacon frames about 10 times/second. Thus, when using a WiFi tool such as WiFi Info View (free for Windows at https://www.nirsoft.net/utils/wifi_information_view.html), the backhaul signal might be detected issuing information on the same WiFi channel being used for user devices. 10 management frames/second is not enough to seriously impact performance (there are already beacon frames for primary, Guest, and IoT networks)
