I had the same problem and was getting the "Services Not Available" error but was not getting the error message in the logs you pointed out. When I logged into my NAS I found the owner permissions for the lnconfiguration.xml file were bad, it was reporting owned by user 157 not admin. I changed the owner and group to admin and updated the file like you suggested and everything started working. I've spent a lot of hours trying to fix this and even read this article several times but didn't think it was my issue because the logs didn't match. Hopefully this will save someone else all the headaches I had.
