Is this recent? There has been an issue with ReadyCloud over the past day or so.
You could use openVPN in the R9000 instead of ReadyCloud.

I wouldn't say recent. It has never really been flawless but it has been manageable. Using the app over cellular has always been somewhat hit or miss. I can get some pictures in a folder but not all despite swiping down the folder to refresh it. Not all the thumbnails will populate in the app and even when they do, I sometimes get the triangle with an exclamation point icon. This has got progressively worse and now virtually nothing will open
Would creating a VPN on my R9000 allow me to use Windows file explorer on my laptop from anywhere? Is there an IOS app that will access the VPN? I currently have my router setup to smart connect with a EXT network for my patio which is in a dark spot. Would a VPN interfere with my router setup?
I'm sure there is plenty of information about VPN in the community which I am willing to read through. I am concerned with unintended concequenses because the rest of my home setup is trouble free

No (other than possibly requiring you to change some port forwarding if you do that). Certainly it won't interfere with WiFi extenders.
