I would think an issue with 3.5" SSDs is that there is more volume in the 2.5" and smaller markets (e.g. 3.5" would be too big for laptops). So with less volume it would be harder for such products to be profitable especially considering you would need them to be priced lower than the 2.5" variant for the same capacity.
