What I was wanting you to try was to connect the desktop to the router with ethernet cable to establish whether it is actually Windows or the wireless adapter.
Can you snip an image of the Network and Sharing Center and also the M-R section of the Allowed Programs window as above and post them? Snipping Tool makes this fairly easy. If you have not used it before, it is found under accessories (Start -> All Programs -> Accessories).
