Have you tried rebooting?
Have you tried disabling AV?
Note apps and dependencies won't be able to be downloaded till the changes to the apt-get repository are propagated.
You could try changing the sources list to use e.g. the 6.1.8 one as a temporary workaround but some things in that repository might not work well on 6.1.9.
