The boot menu is in the hardware manual, you likely are looking in the software manual.

Try powering down the NAS, and removing disk 1. Then power it up and see if it boots normally. If that fails, try powering down again. Reinsert disk 1, and remove disk 2. Power it up, and see if it bots normally.
You can also test both disks in a windows PC (either connecting them to a Sata or eSata port, or using a USB->Sata adapter). Use seatools for seagate disks, lifeguard for western digital disks.
