No, authentication will fail if the server is down.
The best way is to create a failover cluster for your AD or Yes, use local accounts to get access to your data.
Other users might have better ideas to share with your setup.

Hi Marc, thanks for helping me regarding the NAS authentification. I tried reading through the manuals which were very instructive re either a Local NAS accounts or Active directory accounts, but neither answered the question regarding authentication
if the server was down.You were a great help, thanks again
