Yes I believe the chassis needs to be replaced if the PSU fails. You can purchase a ProSupport contract or simply and Advanced Next Business Day replacement option.
If you need the ability to get up and running quicker purchase a second unit and keep the firmware on the same version as the other unit. Array migration instructions are here: http://www.readynas.com/kb/faq/boot/how_do_i_migrate_disks_over_from_an_existing_readynas_to_another
There are components other than the PSU which could fail in a unit so if you really can't afford much downtime having a couple of units is the way to go.
