Is the Noiseblocker honestly 'out of spec' in terms of RPM/power draw for the RNPP? I wouldn't think so!
Judging from what a quick Google search showed, your new Noiseblocker fan draws 320mA at 12V. That's more than FAN2's 250mA max, so yes, it's out of spec.
The Noctua fan you switched from draws only 1.08W at 12V; its current consumption will remain within spec across its entire RPM range.
