Judging from what a quick Google search showed, your new Noiseblocker fan draws 320mA at 12V. That's more than FAN2's 250mA max, so yes, it's out of spec.
The Noctua fan you switched from draws only 1.08W at 12V; its current consumption will remain within spec across its entire RPM range.
Well, that certainly wasn't what I was expecting. But thanks, at least it clears up what is going wrong.
Now I need to find either something like this ( https://dx.com/p/usb-2-0-to-sata-ide-5- ... lack-10113 - it shows an img where its got sata-->molex, I have molex to 3pin) to power the fan externally OR an alternative fan that can push this much air at 250mA or less.
I would think that the RNPP could simply provide 250mA and the fan run at the speed it can with the given power, since both the RNPP and the fan are variable.
