Auto Power On after Power Loss?

This feature is set via Serial Port.
Other than in the BIOS via a Serial Port is there a way to access this setting? I wouldn't be adverse to accessing the BIOS, but I do not have the tools, and only have Mac equipment, i.e. nothing with a serial port...
