Can't install apps after factory reset and volume encryption on 6.6.1

I just backed up all my files and wanted to do a factory reset so I could encrypt my 316 volume. At first I just deleted the volume and re-created it. The sync finished lastnight and I started to get it setup again. No luck. 

I just did a factory reset and attempted to install an app. Same thing. Says it can't install SMB Plus. 

What gives? 

What log file do I need to look in?
