how to downgrade my NAS firmware from 6.10.10

Indeed, sources.list.d seems to be a place where apps can put their own sources.list and not worry that an OS update will change them. On my VM with Docker installed, it's sources list is there, called docker-cli-rnapp.list. Don't do anything with them. You need to put apt.conf and the updated sources.list in /etc/apt.

Best to extract it from the zip file before you upload.

the issue is that I can't update my Plex app anymore ...
Unfortunately, download back to 6.10.9 likely won't be enough. I believe you will find that you will need to update the two files in this thread:

If you enable SSH on the NAS, you can then install them using WinSCP on the PC. If you set the protocol to SFTP, you should get access to the /etc folder from that GUI. This approach doesn't require knowledge of SSH commands.

the next step I was not able to connect to the server as SFTP
and wasn't able to use admin control panel ..

and in CP I activate the FTP but there was not option for SFTP:
