I found myself in the same boat with my NV+, and at some point, I know not when, AFP service advertising over Bonjour was disabled, presumably not by me. I wonder if it's a problem with a firmware update? In any case, the Time Machine service was on and AFP service advertisement was off, and that shouldn't be able to occur. (i.e., you should have the Time Machine service turn itself off if AFP service is turned off, etc.)
