This is 4.2.x firmware? Also are you running XRAID?

You are a bit behind - the current firmware is 4.2.30.
There are two limits to growth in OS 4.2.x. One is that a volume can't expand over 16 TiB, a second is that a volume can't grow by more than 8 TiB over its lifetime.
Your change would take the volume from 8 TB to 20 TB. That violates both rules for sure. I'm not sure why you haven't seen any expansion - it should have grown some.
But it wouldn't have worked anyway - you unfortunately need to change to flexraid and create 2 volumes. That requires a factory reset, rebuilding the NAS, creating the volumes, and then restoring data from backup.

I am assuming you are really running 4.2.21
You can easily see the release notes for the newer release by browsing "Raidiator-x86 4.2" site:kb.netgear.com
There are quite a few bug fixes (including security), and a couple new features (ext format for USB disks being one). But the expansion limits won't change.
