Raidar has constant blue light and cannot access setup

It sounds to me that the problem is in your hard drive. As mdgm says, you need to test it in a PC with vendor tools.
What drive are you using? Do you have access to a desktop PC? Or alternatively, do you have a USB enclosure or SATA/USB adapter you can use to connect the laptop to the drive?
