ReadyNAS 214 turns itself on - after a power outage.
I have several ReadyNAS devices running the latest firmware version 6.10.10 (214, 104, 312, etc.). I was able to configure all of them so that, after a proper shutdown and subsequent power off, they wouldn't restart when the power was turned back on. However, I can't do this with this one ReadyNAS 214. After turning on the power, the ReadyNAS starts up with a delay of several seconds. How can I prevent this?

If a ReadyNAS is powered down when the power is cut, then it shouldn't be starting up when power is restored. FWIW, that should not require any configuration or setting changes.
I have no idea why this particular NAS isn't doing that. I guess Wake-on-LAN is one possibility, so you might see if that is turned on.
One workaround is to get a UPS. Then the ReadyNAS won't see any power loss. When it is powered down, the battery in the UPS will last a very long time, since there is almost no power being used by the NAS.

I've already tried a factory reset and also disabled WOL. The settings are completely identical to those of my other ReadyNAS 214. Is there anything in the hardware that can be adjusted? I bought the ReadyNAS used. Perhaps the previous model had some adjustments...

Not that I know of.
Some ReadyNAS have VGA headers on the system board. With those systems, you can connect that to a VGA monitor and hook up a USB keyboard. Then you can see the BIOS. But I don't think the RN214 has that header.

Netgear was inconsistent in the behavior of various models of NAS upon power interruption, but I would expect two of the same model to behave the same. Since that's typically a function of the BIOS, I can only guess that your two 214's have different versions.
The power-on/off function is powered by the internal +3.3VSB (I think it's 3.3 on a 214, not +5VSB), so I suppose there could be something not quite up to snuff in that secondary power circuit.
