RBR 750 router not connecting after spectrum outage (modem eu2251)
Yesterday after the outage my RBR 750 won't connect to the spectrum router therefore without internet. I followed the steps below and still did not help. Please suggest
1.) I did power cycle modem first then Orbi. Still no wifi. At this point wan port status was link/down with ip-addresss 0.0.0.0
2.) On the Orbi's DHCP side, I did the Computer MAC clone. Repeat step 1, Still no internet.
3.) Factory reset Orbi, and starting over from scratch. The very first step that tries to connect to internet fails. So I proceed setting up with out internet.
4.) Replaced with a brand new modem from spectrum and repeat step 3. Still no internet.
5.) Manually updated Orbi firmware to the latest 7.2.8.5 and repet step 1, still no internet. Orbi stays purple.
But at this point I see the WAN port status reads as 1000/FULL. Earlier it was link/down. We made some progress. But WAN ip-addresss still reading 0.0.0.0
6.) As temp solution I hooked up to the modem to another router tplink be3600 first and from its lan I connected to the Orbi s WAN. Viola, Orbi is back in business.
Modem hooks up to everything in the world except the Orbi after the outage. Like wise Orbi also. Spectrum did replace provision the router even that didn't help at some point, even that didn't help.
Need help and fix this to have Orbi talk to the modem again like it was before the outage. Thanks in advance.

Does connecting one ethernet pc directly behind the modem and doing a power cycle on the modem and giveing a minute or 2, does ethernet PC give good internet services here?
What is the brand the model# of the modem currently in place?
Be sure your using good quality LAN cable between the modem and RBR. CAT6 is recommended.
Is IPv6 enabled on the RBR? If it is, disable it.
Try custom DNS like Cloudfare or Quad9 instead of ISP DNS. - czarRAspirant
Spectrum EU2251 is the modem. Using a brand new CAT6. IPV6 is disabled. Tried cloudflare DNS but no luck.
Yes, Ethernet PC is excellent.

And after you reconnect the RBR to the modem, you power OFF the modem for 30 seconds then back ON then power ON the RBR?

Yes, I did wait for more than 30 seconds for the modem and turned on the orbi router after the modem is fully on.

So with the RBR connected to the modem after it's power cycled, pressing the reset button behind the RBR for 15 seconds then release, give about 2 minutes and with one ethernet connected PC behind the RBR, navigate to 192.168.1.1 in a web browser and walk thru the setup wizard? https://kb.netgear.com/22697/How-do-I-install-my-NETGEAR-router-using-the-router-web-interface

Yes, I did follow same steps already. Made sure I power cycle the modem first then connect to Orbi. It still did not detect the internet which is the very first step.

So the RBR had been working up until the power surge?
Wondering if something did something to the WAN port.Might try this if you have one, put a non managed 1Gb LAN switch in between the modem and RBR. Connect only the modem and RBR to this switch.
If this fails as well, you may need to maybe put another router in place then configure the RBR for AP mode.
Or use the double NAT condition.
Lastly would be a 30-30-30 reset.
