ReadyNas NV+ 1.0 always has been very slow
Dear ReadyNAS Community, Ever since I purchased this device (ReadyNas NV+ 1.0) it has been extremely slow. I updated memory to 1gb Turned on all the check boxes in the performance tab Enable...

What do you expect? The ReadyNAS NV+ (v1) is pretty much the NV (released February 2006) with a few improvements (unrelated to performance) such as a LCD display.
Newer ReadyNAS models such as the Ultra/Pro are much faster than the NV+.

Looks like you've done all you can to maximise performance. Disable any unnecessary services (e.g. if you don't use AFP, disable it, but leave HTTP/S enabled as that's needed for Frontview).

Those are reasonable speeds. Rsync is very CPU intensive and the Sparc CPU in the NV+ (v1) is very slow so getting slow speeds is expected. Also note that with Rsync only the changes to files are copied across so it does appear to be a slower form of backup than what it actually is especially if using it for backups over the internet.

Frontview (web-admin interface) is a low priority process. Due to the slow CPU it'll run slow all the time but it will run particularly slow when the NAS is under heavy use (e.g. running Rsync)

If you did a backup using NFS not Rsync you'd notice speeds that are much faster but if a file is changed using NFS the full file would need to be transferred across not just the changes.
