14 TB and 12.7 TiB are the same amount of actual space, just reported using different units. Drive manufacturers always use TB. The NAS uses TiB, but calls it TB (as does Windows).
1 TB = 1000*1000*1000*1000 bytes
1 TiB = 1024*1024*1024*1024 bytes
To convert 14 TB to TiB, the formula is
14*(1000/1024)*(1000/1024)*(1000/1024)*(1000/1024) = 12.7 TiB.
There are similar mismatches for GB /GiB and MB/MiB.

File Explorer says "Windows cannot access \\ipaddress\data"
Check the spell, blah, blah....
Hated it when MS used the name Explorer for two programs....just like when a term we used freely, personal computers, got absconded by IBM :>
Still no go, nothing, no how, no way....I am used to how I can go through the cPanel and perform file and FTP functions...

no, that does nothing at all in Explorer...as if I didn't hit "enter"
Likewise, if I am browsing the console, ipaddress/admin, substituting "data" for "admin" gives me a 404
I also tried it with the server name...nothing that way either. in the network days, it would be like having a protocol missing. it can "talk" http, but not ftp.. can't map it in CMD, can't see it in Explorer, can't SSH it, don't know what else to try...
The app I am referring to is Plex. Plex has a media server directory which is supposedly in apps. I am trying to download that folder...I am wondering why it doesn't seem the backup utility will allow backing up local, i.e. my PC and it doesn't see the .apps folder anyway.
Sigh...

Let's pick one, and drill down on that. Then move on to the next.
For instance, ssh: First you enable ssh on settings->services, then you can connect with putty to the NAS. The username is root, the password is the NAS admin password. Is that what you did?

How about half of a hoorah...of course to use SSH it should be enabled. It has always been enabled out of the box on my servers so I didn't check for it. Once I enabled SSH, I could Putty into the box. At that point I expected to find PCSP to copy the files with, but that wasn't available? I was able to find the files I wanted to transfer, but no command to do it with. We have reached another point where I have half a clue what I am doing, but not a full clue to accomplish the task.
I don't know why they don't support standard DOS commands at the command line like COPY. Even the GET command is missing? What now boss :)

now we get a full hoorah as I enabled FTP and got right in....sometimes the simplest things can get in the way of success. Still don't know what commands were available to copy using SSH...but since FTP is working, I am able to do that.
Resyncing update: Like the night before, when I put in the first 4tb, it said it would be 5 hours to sync. Started at 33% done? and by this morning it was 60% done with 16 hours to go. Basically the same thing that happened the day before. So far that 3TB drive hasn't failed again. The capacity is now 11.8TB without having that last 4TB online. That number doesn't sound right, as it seems either low or high. 4+4+3+3+2+2-4=14 or if it isn't factoring in the last drive, then it would be 10? If it is assuming it has full capacity, just resyncing, and if that means 11.8TB is my total, I am not happy. I have added 6TB of capacity since my previous total of 9.67TB. Assuming I only get 3/4 of that, it would still be an increase of 4.5TB for a total of 14TB. Either way I calculate it, the total should be 14TB. Will the 11.8 jump to 14 when the resyncing is done?
BTW, I ordered an E7600 but the guy cancelled the order so will try again. I am hoping with the faster process that the box can support transcoding 720P.

Yes it does!
With 2x2TB+2x3TB+2x4TB you will indeed have 14 TB capacity. That works out to 12.7 TiB.
With 2x2TB+3x3TB+1x4TB (your previous step I think) you have 13 TB - which is 11.8 TiB
So I think you are fine, just wait for the current resync to complete, and you should get the last TB.

That math might happen to work out in this case, but the principle is wrong. You can easily add 8 TB of capacity and only gain 4. For instance, if you upgraded your 4 TB drives to 8 TB, that is exactly what would happen.

I Googled RAID5 calculation and found a site that does nothing but calculate space...entered 6ea 3TB drives which would be 18-3=15 with what they called RAID5 Parity, i.e.
Capacity 15000 GB
Speed Gain - 5x read speed, no write speed gain
Fault tolerance - 5x read speed, no write speed gain
Is the 1.3TB based on the fact hat 1TB doesn't equal 1TB of useable space?
